On whichever is greater. Volumetric weight is length x width x height in centimetres divided by 6000. A carton of 100x80x60 cm weighing 40 kg has a volumetric weight of 80 kg, so it is charged at 80 kg. Light but bulky cargo is almost always charged on volume.

Some classes can, under the IATA Dangerous Goods Regulations, which set the packing, labelling and documentation. Lithium batteries, paints, chemicals and pressurised items are the common cases. Limits vary by airline and some routes refuse them outright, so declare it when requesting a quote and send the MSDS or SDS. Never declare dangerous goods as general cargo — the penalties are severe.
